Abstract
The article analyzes the characteristics of policy law. Doctrine of pre-revolutionary scholar remain relevant and enrich the modern legal thought. Scientists have considered the policy right as a science capable to develop a perfect law. In the context of reform of the legal system of the Russian society particular significance building a competent and effective policy rights.
